vir到底是什么情况，求推荐便宜的小鸡

我是vir新用户，12月5日完全自己注册抢购黑五机器的，说说我的体验：
第一次下单选的pp，订单状态异常，然后直接给我砍了，号算是废了，退出了。
第二次下单同时要注册新号，还是选的pp，新号和订单都没有生成。
逛论坛知道了只能用支付宝，用同样的信息注册新号。
第三次下单选的支付宝，订单状态异常，我以为又给我砍了。
逛论坛我知道了要订单页支付，我去支付成功了，pending到现在，发工单催了。
第四次下单4.5刀的384MB/10G/500G水牛，也是异常后到订单页支付的，一套流程走完，立刻出现背刺款，也不能退了，当天晚上给我开通成功了。
第一个机走了aff，第二个机没有走。
现在号里2个机，第一个还在pending，看到论坛里发工单就退款的我也发了个工单，工单未回。

实在想不通为什么要pending那么久，要不就果断退款，晾着受不了，还不让发工单。
付款时的用户协议：

我理解就是保证付款后1-2小时后能开机装系统。难倒还是装个系统要1到2小时，但什么时候开没规定？
保证服务功能的支持服务还是提供的，我几天开不了机是不是my service functions没有得到ensure，发工单催催还是高级服务另外收费吗，甚至直接退款了？

据说还有一堆砍单规则：
ip和地址不一样
5分钟后支付
pp支付
到底是防黄牛还是防新用户？我一个新用户哪知道这些，只觉得被耍了。

回头看来2个机都不划算，第一个能退款就大吉大利了，开通的话也凑合吃灰。

之前买过pr的小机放着吃灰，除了隔几个月想起来去连连看时发现已经关机了之外，觉得还不错。
euserv的免费机更是不错，把静态网站都放上去了，现在搞了个云函数自动续期，要下个月看看能不能成功续期。

有没有大佬推荐合适的小鸡，要求：
能够稳定地挂静态网站然后套cf，只需支持每天10个左右的访问，还有定时执行一些awk/sed等文本处理的脚本。
就是放的一个纯静态主页和一些不适合放在公开的pastebin/github等上的自定义去广告规则订阅文件，目前都放在euserv上运行良好，但是怕某月没续上就给我删了。
用的nginx，已有域名已套cf，至于php、mysql什么的都用不上，越便宜越好。
不要vir！

我都是填的美国，用的中国ip，第二台给开了？砍单倒是退款啊，pending受不了。

买了个月付  0.75刀， 后来黑五抢购，开始抢了个5刀洛杉矶，结果上网代理抢购，PAYPAL支付直接盼欺诈，把传家宝丢了
后来 不开代理 选了亚特拉大 OVZ  9.5刀，用到第3期了，基本空闲，挂个静态网页，用起来还行。
这次黑五 各个机房的机器买了 和收了个遍，准备只留个最便宜的圣何塞和最早的亚特兰大
